Iterative Design is a key technique for refining your design through user and peer feedback. 37 Signals just posted a short piece on their iterative design process for adding a feature to an online personal manager origanizer. This was only a small design project, and included only peer feedback. For more complex problems, you should consider some sort of usabiltiy testing at one or two points in the design process.
